Presidents Report – David Warner

Most of the grants have come through. Tony has worked really hard on that.

We have been able to do some decent work to Dirty Granny, which is almost completed and getting

into the works on Canyonero and between those have done the upgrades to Frenzy – these were

done mostly using the profits from last years race.

I have met with council in regards to the master plan – The council will be coming for a Trail walk to

work out the environmentally sensitive areas, once this is done we work between the design phase,

this will most likely be within the next 6 month – year to go to tender.

We will be getting input/suggestions through the next few meetings to then take to council.

60k of Trail network – Middle of frenzy that was disrupted by the fire road should be on the top of

the list to get done using a part of the Grant money – potentially for a full realignment for smoother

running.

Treasury Report – Dave and Matt

We currently have 90k in our account for the club, predominantly for Grants. 15-20k is spendable

cash which will be utilised for the awning off the shipping container in the middle of the park to

create a bit of a hub there – we are still waiting on quotes for that.

Tony is doing amazing work to get that funding coming in.

We have another grant (Gambling grant- for flood repairs, hopefully into Dan-o-mite) to submit the

annual reports for – we have had to go back to redo about 4years worth of BAS so once that’s

finalised that can be approved.

Trail Maintenance Report – Mick Kelly

We are needing to organise better transport in and out of Jubilee Park – which we will try to

organise a maintenance day/meeting after the downhill so organise the logistics. Potentially looking

into getting a more efficient spraying system.

Looking into the vegetation and timing to start spraying etc. probably aiming for spring to start that

part.

There has been some good work on top shelf and hyperlink and fries.

From council there has been mention of a part of the new 30ks of trails being built to then have

them do bi-annually maintenance. We will look into getting an idea of the scope of work they plan to

do to then hopefully be more specific in the details, eg. Measurements for brush cutting etc.

We are hoping to organise some maintenance specific days with some volunteers. Once what

council says they are doing gets done we can look into getting people in to help build etc. encourage

the kids to get involved.

Hoping to get some new blood/community involvement for the trail maintenance days.

Once canyonero is done there should be more incentive to get more done – needing to get stuck

into the bottom trails. Maybe just focus on one or two trail at a time.

Wanting to get on top of everything prior to Summer.

Looking into days like brush cut and beers and bringing back club fun days, probably on a Friday

afternoon. We will look into better ways to get people/equipment in and out on those days.

SEQ Downhill

Race run is Frenzy-Hot Rod-Frenzy. Currently 130 riders booked in which is less than last year,

potentially a sign of the two-day event costing more for accommodation, shuttles etc. there is also

another race the same day.

Car parking update

Really great support from the Withcott hotel, who own a lot of the land around them. Council came

back needing another event permit for the camping etc. full management plan in place, Withcott

hotel have paid for traffic plan, we are paying for toilets etc. Camping is free as a bit of a trial run this

year. The Withcott Hotel paid for the traffic management plan and in return we are doing the

presentation at the pub.

Pick up point is from there with Registration being at the top of the hill.

Bunting is all done as well as the parking plan/rego and camping is on the website.

We have Matt from Frenzy Shuttles his son Baden and Rob driving the shuttles as well as we have

the 3 BMS shuttles for Sunday. St Marys Toowoomba has loaned us two buses and racks which we

will give back in ways of coaching/guides to be organised at a later date.

We are currently able to run 120-150 riders per hour on the day.

We are needing more volunteers for Marshalling, especially on Sunday.

There is a coffee and food van organised for Sunday, and we will be organising a BBQ for Saturday.

Hopefully we will be able to raise more money for Ellie.

There will be photography on Sunday but not currently on Saturday.

First aid is organised for both days. Mark will be around with the pilarus for riders etc.

6.30am – 8.00am shuttling up to Harvey – every second trip back down to Amos the buses will swing

by the carpark to collect spectators to take to Amos Road.

We will be running a Museum piece in the event village from Johnny Sprockets.

General other notes

The next club meeting will be the 25 th of August – the last Thursday of every month.

We are still needing another couple people to fill some roles in the TMBC committee – Events/Trail

Maintenance and Socials.

Casey has mentioned he is keen for Trail Maintenance.

We will touch base again after the SEQ Downhill in regards to Fox on Rocks – the park is booked for

it however potentially talking about turning it into a female club event. Between now and then

having a few more club fun days creating a more family friendly environment, mums riding with

sons, dads/daughters etc. using the timing equipment.

Looking into getting a calendar events section would be great up on the website including

maintenance days, club events etc.

Presidents Report

Welcome to the first meeting of 2022. Vegetation growth in the park is very aggressive. Thanks to Gillian, Mick Kelly, and all the other maintenance volunteers who have made such a concerted effort to keep the park open over the summer period. Blue Sky training postponed again due to COVID, now scheduled for late February. Discussions have been happening in the background with Chris Thompson regarding the upcoming inter-schools competition.

Secretary’s Report

Gmail audit underway, with deletion, and or blocking of all messages regarded as spam, and outdated items no longer required for club business. This is being done in an attempt to remove legacy traffic and ensure that we don’t miss important messages such as grant and accounting action items.

I have met up with various past presidents and maintenance coordinators over the last 6 months in an attempt to document a history of the Jubilee Park trails. I found this endeavour to be a very rewarding and humbling experience, and I am pleased to announce that I have now completed the project. The project took approximately 80 hours and the finished product, “The Park, Lower Trails, and Upper Trails” can be found at www.tmbc.org.au.

Trail Maintenance Report

• Invoices in for chemical spraying equipment - $2k

o GC and Mick Kelly have been spraying the trails.

o Mick has an AgChem licence.

DW commented that Dean from TRC notified the club that an AgChem licence is only needed for electrical powered spraying equipment. As long as we continue to use pressure packs then no licences are required.

DC commented that in order to utilise chemicals we need to store the safety data sheet with the chemical. DC to download SDS off Chemwatch.

• Group discussion surrounding snipping Vs spraying.

o GC advised that spraying has been far more successful over the last 8 weeks than snipping.

o Average trail takes under 2 hours to spray in comparison to 6 hours plus for snipping.

o One issue that did come up was that if spraying is undertaken, then care needs to be taken to ensure that the cut grass isn’t covering new growth as the application will fail.

A 2-4 week gap is required between snipping and spraying.

o GC and MK have been using ute with a pod for water. 1 x driver and 2 x spraying is a good manpower ratio.

o Current application should last until April/May.

• With the current rates of growth

o Snipping – every 4-6 weeks

o Spraying every 3-4 months.

• We haven’t yet made it to the Northern side of the park. We need to put some pressure on TRC for assistance.

• 15L back pack can do 20 mins of spraying, i.e Danomite took 6 backpacks. Biggest burden is water access.

• DC made note that FEP have strategically place 20L water drums around Redwood, most likely for the purposes of weed management.

• DC suggested a vote on purchasing a trailer to tow with an E-bike to spray the green trails. GC advised that these trails are easy to do with a backpack sprayer, and that the hard ones are the blue and black trails, which a trail wouldn’t work on and that it is probably not a viable option, the vote was unanimous against a trailer.

• DW asked whether a heavier mix could be used. GC received the current mix ratio form a weed expert, and it seems to be working.

Presidents Report

Welcome to the final meeting of 2021. A lot of rain, a lot of grass growing quickly. Big efforts by club Vollies to get snipping and keep as many trails open as possible. This was achieved both with ad hoc efforts by single people taking time off work to snip sections, culminating in a Club maintenance day, complete with a good old BBQ. Some issues surrounding Friends of Escarpment Parks, which we will cover in detail during this meeting.

Treasurers Report

$33k in Club funds. $1500 to go back to members for North Face Refunds. Cam doing refunds tonight. TRC still to pay $9k for realignment work, invoice sent in.

Waide cut in an easier alternate line.  TRC wanted a “B line” at the crossing so that Hyperlink can form part of a Green Loop

Brett and Juliet advised that Hyperlink is a solid Blue line, and that the creek crossing is actually a Black feature. Further investigation required.

Presidents Report

TRC acquired funding for the Toowoomba Mountain Bike Master Plan (TMBMP) - AUD $6 600 000 (6.6 Million), 3.3 Million from a Federal Grant, 3.3 Million from TRC and Lockyer Valley Regional Council (LVRC).

A meeting will be held between TRC, LVRC, and TMBC on Friday 29th Oct regarding first steps on the implementation of the TMBMP. TMBC will be pushing to be included as a primary stakeholder in the roll out of the design and build.

Following on from the finding announcement DW met with Mark, the representative of the Withcott Hotel. Mark indicated that he is keen to assist TMBC as a sponsor for any events, and/or MTB specific activities. There is also an intention for a MTB resort type of operation to be built behind the Withcott Pub.

It may be feasible to conduct some of the Monthly Meeting at the Withcott Pub.

Trails have enjoyed a great run for the last few weeks, enjoying a great balance of dirt quality , and vegetation growth.

Consensus was that although it may increase attendees at maintenance days, it would be difficult to police and would be detrimental to out of area riders that have made their way up for a weekend; therefore it was decided not to pursue a full park closure as course of action, however we could close specific areas during maintenance.

  • DW suggests that with the MMMP funding announcement that MTB hype may increase and attract more volunteers

  • 1st E-MTB ride conducted on 27th Oct - 1 participant. However it is now out there and will be conducted twice per month - 2nd and 4th Wednesday at 6am.

Racing

  • Superflow have approached GC regarding 2022 events - April, May

  • Borderline have tentatively expressed interest in June 2022

Set up Apparel on TMBC Website - Completed

• Six items of apparel have been created through a Brisbane company – The Print Bar

• A separate website has been created (Free through the Print Bar) and a link has been embedded on the TMBC Main website. Financial links to the TMBC Paypal account have also been completed.

• Payment options have been embedded into the Print Bar site, with profits kept small (Under $2 per item) to ensure that our members have access to affordable club merch year round.

• The links are live with both Cam and Damien having purchased items, the quality of the Athletic T-Shirt is excellent.

• Other items are being designed for print by a Toowoomba company.

• Overall a great success.

• DW - How do we go about running interschool comps (timing, marshals, paid “vollies” etc?)

o MM – Race crew (vollies) will need an ABN to be paid, essentially as a sub-contractor

• MM suggested that Interschool comp will likely need its own committee

o Other comps run a “rule” whereby if a child wants to race, their parents must volunteer “X” amount of hours

• Possibly hire out our timing gear

• Seems like the best course of action would be for TMBC to detach from the comp

o TMBC not in a position time wise to run the competition, however we can offer advice and some assistance where time permits

o Bikeline and Café de Velo donating $1 for every km that the baton travels

 Unsure of how the km are being tracked

o Marcel Govers (Bikeline owner) has requested that TMBC promote the event, and requests support from TMBC Membership

o Chips are $80 each, cheaper in the short term to hire them

o WB contacted Kooralbyn MTB Club to assess the viability of a meet up, similar to the one TMBC did with Stanthorpe MTB Club

Presidents report: (DW)


Slow month due to rain each Friday rendering riding for each weekend a right off. Strava send finally went ahead after two weekends of postponing. A couple formal maintenance sessions were held on Sundays, with quite a few ad hoc sessions conducted by committee, and club members, as well as trailworx  throughout the month. Canyonero, Calibre down and Top shelf received the lion's share of maintenance hours.

We are still having issues Emailing information out to the entire Club membership. This has caused a number of projects to stall and has been flagged as a high priority item to address. On wednesday 4th August a training evening will be held for the committee members to address any issues surrounding administration tasks for the club.

The lower park trail alignment is only a couple of days off completion. Turkey is done, and Highlife and Centrelink will be completed by the weeks end. The Dirty Grannyalignment  will be done after the next grant round later this year.

    Lower Trail Alignment

    • Turkey is completed. All legacy features such as the rock drop/roll, and the log skinny remain in situ. A medium gap jump has been added and the trail now terminates at the hut.

    • Centrelink is completed. The trail now begins/terminates at the hut. The trail is the main green climb up to Ganny, and has been simplified.

    • Highlife is completed. It has its own entry from the picnic table. The picnic table area now has Ida, Highlife, and Calibre down as single point one way trail options from the area.

    • Work is due to commence on the Frenzy alignment, due to the fire road resurfacing later on in the year.








    New Business

Dear TMBC members, it is my great privilege to be writing to you today as your new TMBC president.

After a fantastic year in presidency, and many before in various positions in the committee, Tom Glover has decided to pass the reigns on. We wish Tom all the best, and look forward to seeing him out on the trails. As your new president I hope to keep Tom’s momentum going and continue to build the TMBC in the direction the community deserves. 

After last month’s AGM we have seen some movement within the committee.  You have a very strong group of dedicated people to help run the club. Your new committee appointees are Cameron Carlile (Vice President), Damien Cann (Secretary), Mat McColley (Treasurer), Gillian Chesterfield (Women’s Coordinator), Waide Brennan (media), Niall Ryan (Maintenance Coordinator), Tony White (Grants), and Mani Agrotis (Events/ Race Coordinator).

So far this month we have hit the ground running. Niall has taken to the park at full steam with a crew of volunteers armed with snippers, attacking the lower trails, and getting them open after the insane growth we have had to date. As winter is now firmly upon us we are expecting weed growth to stay down for at least a few months.

Jacob Simpson (TMBC sponsored rider) has been busy organising the SEQDH race on Frenzy. Jacob and a committed crew of volunteers put in a huge effort to get the trail race ready. 

Behind the scenes we have had Cameron, Gillian and Damien putting together a petition for the club. Building more awareness of the support the club has from yourselves and other park users. The more support we have the stronger we are when liaising with council. 

In other news around the park, the Quarry Gardens committee have been busy doing a rehabilitation study of the old quarry. In the next few weeks there will be drilling around the rock face along Prince Henry to asses areas of concern. Once they have enough information about the structural integrity the committee will be able to do a more accurate proposal of what can become of the old quarry. TRC have acquired most of the land In front of Prince Henry Heights, and are looking to eventually merge jubilee and Redwood Park. They have one more property left to acquire. The future potential of our MTB park could be huge… fingers crossed. 

What a weekend we just had, SEQDH went off. I firstly would like to say a huge thanks to all the volunteers that came on the day to marshal and lend a hand. It would not have been possible without you. We are very lucky to have such a strong community. Jacob did such a good job with all the preplanning and keeping everyone at ease with all his knowledge of how it should run. There wasn’t anyone involved that didn’t go above and beyond to bring it all together. Sponsors were amazing everyone pooled together to make a great day.

New Business

SEQ DH Wrap Up

  • TMBC ran in house timing gear, supplemented with some additional hired timing gear. We should see some revenue received from this.

  • The event was a complete success, and the overall vibe of the day was awesome.

  • There were some minor issues, such as a shuttle provider pulling out, however any minor ‘hiccups

should be considered learning opportunities for future large scale event planning.

  • Overall the riders were very happy.

  • Revenue from the day will be finalised over the next few days/weeks, and a full financial report from the event will be available for the July meeting.

  • Food truck sold out

  • Point raised by GC that we must ensure that volunteers are very well looked after, access to food/refreshments especially important.

  • TMBC wishes to thank all for their hard work in pulling off such a successful event, especially to Mal and Burkey for the Polaris, and to Jake Simpson for all of his tireless work in putting it together.

Trail Maintenance

Revival of Trail Stewardship Program ‘Trail Heroes’ (Working name)

Develop and implement a program whereby a rider, or group of riders take ownership over a trail, and or, a group of trails, effectively becoming Stewards over their assigned responsibility.

  1. The stewards would be responsible for all basic maintenance of their trail/trails, providing a periodic reports on the status of their trail/trails.

  2. NR has sent a draft document to the exec chat for workshop and execution.

  3. NR will set up a maintenance email address.

  4. Suggestion that members provide feedback on the status of trails to the maintenance co-ord email, or through the club socials.

  5. GC commented that the term ‘Stewardship’ is a softer term than maintenance, which many people associate purely with weed management. Stewardship encompasses so much more.

  • NR advised of TRC having a small engine workshop, and the possibility of TMBC using the workshop to service our weed management equipment. 

  • As we are spreading the containers out over three sites we need more equipment.

  • WB advised that one of the goals of the petition is to get TRC to engage in Jubilee Park weed management, TMBC volunteers and approaching burnout r.e weed management duties.


CC advised that after the meeting with TRC last week that;

  • TRC want MTB to move forward in Jubilee

  • TRC are currently focusing on cultural/environment studies across the entire park

  • TRC have funds for the studies

  • CC acknowledged that although the timeframes are frustrating, we are moving forward

  • DW hopeful that moving forward TRC will focus on weed management, freeing TMBC to focus on feature building and actual trail maintenance.

  • TRC are very aware the TMBC are the SME on Jubilee Park, however we need to be cognisant of working with TRC rather than against them in order to achieve the best outcome for our members.


DW raised a motion to implement “Trail Heroes” – CC seconded the motion

  • NR advised that the trails that are in urgent need of attention are;

  1. Calibre down – unrideable

  2. Turkey is almost done

  3. Top shelf, fires, and Danomite

Suggestion to update the trail head notice boards, and email members regarding upcoming trail maintenance days as the current messages may be getting buried in the social media feeds due to heavy traffic, and advertising.

The North Face (NF)

  • TRC cultural/environment study currently on hold.

  • Timeframes are unknown for North Face, possibly January 2022 at earliest.

  • Return of donations to members and supporters.

  • TMBC President to draft an NF update Email to members who made a donation.

Social rides

 MTBA Membership required for insurance purposes;

  • Organising a regular ride for new members will be difficult die to insurance requirements.

  • Further investigation needed to work the problem.

Events

MA spoke to Local Bike Shops (LBS) about sponsoring events;

  • Idea is for a themed event (i.e. Funduro) with 1 x LBS sponsoring that particular event.

  • All LBS seemed very supportive of the concept.

  • Events could be expanded to cover many disciplines (i.e. four cross, dirt jumping, dual slalom)

MA also asked LBS’s for feedback on SEQ DH event.

  • LBS’s advised that although they were happy to help, more advance notice was needed to secure donations, prizes etc.


TRC Update - CC

  • TRC to begin Highlife rebuild in July.

  • Centrelink / Turkey alignment to commence in July;

  1. Turkey to be a designated Blue two way trail.

  2. Centrelink to link all the way to the gazebo.

President moves to open the Annual General Meeting (AGM), declaring all committee positions now vacant. TG made a note that as only single nominations were received, there is no requirement for a vote. TG thanked all nominees, those returning, and new. TG called for anyone present to feel free to nominate for any of the vacant positions. NR then nominated for Maintenance Co-ordinator. All present seconded the nomination, confirming NR as the new Maintenance Co-ordinator. TG then noted that there is an active trail maintenance  group on FB messenger, which is great, however it requires oversight from the maintenance co-ordinator as an Admin to function well. GC then suggested targeting the Toowoomba Public FB group to motivate more train users to assist. TG then advised that it is wise for TMBC to remain separate from the public group, and that reposting from the club FB group into the public group is a way to reach park users without TMBC posting directly to the public group. 

NR then suggested looking into targeted advertising on TMBC FB page, and pinning trail maintenance to the top of the TMBC FB feed.

GC suggested scheduling 3 days per week around maintenance. 

MA commented that Frenzy used to run a trail of the week feature on their FB, which received positive feedback from passengers, and generating interest in the trail system.


Moving on, TG thanked all for their hard work over the previous 12 months, citing a difficult year due to COVID, bushfires, and recent heavy rainfall. NR and MA thanked the exec for their hard work. TG then bought up some big wins for the year, noting the new skills park, the completion of Danomite and a refresh of some much loved older trails. The committee then thanked TG for his tireless work as President. TG then called the AGM closed and passed the agenda to the new President, David Warner.



  1. SEQ Downhill Series Race 4 – Mackenzie Frenzy DH: TG, CC, WB, DW

Race now 4 weeks away. Jake Simpson (JS) is organising and preparations are now 90% complete.  Mark White (MW) , from White Lightening will commissarrie. TMBC will run it as a club. A huge maintenance session was done  3 weeks ago, with a new line built around the road gap, as we are waiting on TRC to complete a landing. JS is organising a final maintenance session of the bottom section of Frenzy. CC noted that Frenzy is running great.

Regarding DH rego, TG stated that AusCycle and MTB Aus are not working for registrations, and that  TMBC have reached out to Entry Boss, and spoke to their facilitator about setting up regos. Entry Boss connects to Aus Cycle to check for valid race licences, however physical check will still need to be conducted on race day. TMBC will incur a cost of  $99 for Entry Boss use. MM to follow up.

MW intending to supplement TMBC timing gear. Club will rent 150 units, should have about 200 units available on the day.

Require 2 x toilets from  Master Hire for the top of Frenzy. WB to follow up.

Parking will be available in Shultz paddock – Will require weed management. NR to follow up.

Shuttles on race day. Looking to use a combination of Frenzy Shuttles + possibly hiring another bus, the club trailer, and JS looking into an additional bus/trailer. Rego price will include 2 x shuttles only. A seeding run and race run shuttle. MA researching commercial licensing Requirements.

  1. Update – Highlife, Dirty Granny, Centrelink: (DW)
    Trailworx has been awarded the contract for the works. Works are due to commence after 30 June 21. TRC have requested another onsite meeting with TMBC and the Contractor. TRC are seeking further clarification on trail alignment.

  2. TMBC Focus for the next 12 Months (DW)
    Due to the difficulty in securing intermediate future trail development , DW proposes that TMBC shift focus to maintaining the current system to a high standard, with emphasis on adding features to the existing trails. DW also suggests that TMBC focus on fostering our strong social network, though funduros, social events and rides etc. All agreed that due to events such as  the current difficulty in securing the North Face expansion, that a more nurturing approach to the current network was a good idea.

  3. Trail Maintenance
    NR suggested that for ease of access that we split the equipment into three sections. TMBC purchase a half container for the top section, move one of the containers to the grassy knoll, and leave one at the bottom. All in agreement. DW to action.

Start thinking about the next social event – Stanthorpe Funduro, Kooralbyn club invitational ride in Jubes, Strava sends, social ride.

CC suggested a Strava Sends weekend with an emphasis on a challenging option and a fun option, to take place 2 weeks after SEQ DH.

TG advised that Craig from Blue Sky Trails has advised that some grant funded trail maintenance training may be available, and has asked if TMBC is interested. TG to forward Email to TMBC Gmail account.
